Croft, of the Third Judicial District Court in and for Salt Lake County, State of Utah which provided that Appellant failed to timely file a notice of claim against the State of Utah as required by Utah code Ann. $ 63-30-12 (Supp. 1981) and failing to comply with the appeal requirements of Utah Code Ann. $ 67-19 (Supp. 1981).
